Both drafts and records can be submitted to a community on Zenodo. When you submit a draft to a community, the record will first need to be reviewed by the community curators before it is published. Community curators are independent of Zenodo, and it's fully up to the curators how long it takes for them to review your upload.
If you publish the draft without a community, it is published immediately, and you can still submit the record to the community after.
