Zenodo is a general-purpose repository and all content is uploaded by our users, and hence Zenodo does not own the content being uploaded.
Permission to use a specific record depends on the license conditions under which the record is shared. Many records on Zenodo are shared under the Creative Commons Attribution 4.0 International license, which means you are free to reuse, modify and distribute the content as long as you provide attribution (see details in https://creativecommons.org/licenses/by/4.0/).
Other records may have more restrictive license conditions. You find the license conditions under which a record is shared in the Rights section in the right-hand column on the record page.
All Zenodo metadata (i.e. titles/authors/descriptions etc) can be freely reused under the Creative Commons Zero waiver (see https://creativecommons.org/public-domain/cc0/).
